Comments on the Estimated Costs of the Proposed Policy Options

The cost estimates provided by the CAA seem to be very low. In considering how much each option may cost you, you might like to consider the following:

Cost of Equipment
Provision of electrical system, fusing and switching
Provision of panel
Cabling and Antenna
For a PFA Aircraft
Preparation of modification for submission to PFA (if required)
Installation costs
Inspector fees
For a C of A aircraft
Preparation of modification for submission to CAA including design work if structure needs to be breached (for antenna)
Installation and testing by approved organisation
EASA fee for minor modification € 500

Of course it may be that it is physically impossible to fit a transponder in your aircraft. We have no confidence that a portable transponder will be available or be effective. You will need to adjust your own costs on this basis – you may need to show for example, that your aircraft would need to be scrapped and replaced with something that can carry a transponder in which case the cost to you would be the value of the aircraft.

The costs of the main options will be similar but with variations in equipment costs. The options to agree costs against are:

1 Do Nothing

2 SSR Mode S on all Aeroplanes and Helicopters

2(a) SSR Mode S and 1090ES (ADS-B 'Out') Capability on all Aeroplanes and
Helicopters

3 SSR Mode S on all Aircraft

3(a) SSR Mode S and 1090ES (ADS-B 'Out') Capability on all Aircraft

Costs of Equipment Set Out in Tables 5 and 6 of the RIA Document
